There are requirements for automatic fire alarms in certain types of buildings, such as care facilities or alternative homes, while other buildings only require an evacuation alarm.
The difference between these is that an automatic fire alarm should detect a fire very early and minimize damage when the fire can be extinguished by people on-site or emergency services. In contrast, an evacuation alarm is designed to empty the premises as quickly as possible.
This means that if an evacuation alarm goes off, it does not have to be a fire. It could be, i.e., bomb threats, gas emissions, oxygen deficiency, or other danger.

Prevent fire in the room
